Yes, you might be right. What about an entry
CONFIG_DIR=<...>
in /etc/hostconfig (or whatever its name would be) and each
application searches for <name>.cnf in this dir? <name> should be read
from argv[0] so that renaming applications will still work. (A
programmers interface is still to be defined)
