fchmod function

One of the programs I'm porting uses fchmod()... has anyone written one
that can be added to the MiNTlibs?  There currently isn't one in there
(ld tells me it's undefined, and a quick nm | egrep tells me that only
chmod is there)...

I suppose if I don't find one, I'll write one from scratch using the
SysV man page that I've got here; I just want to make sure I'm not duplicating
someone else's efforts.
