termios and IXON flag...

hello,

	Has anyone tested the termios() stuff in PL44 of the libs, I have 
not been able to turn off ^q/^s processing using termios(). A quick look 
at the source equates the IXON & IXOFF flags with the old TANDEM flag which
I believe has to do with sending a ^s when the internal buffers will up, 
but does nothing to input processing?

PS. I worked around this in emacs19, and it is looking good. I should 
make it available some time next week.
