Nope, you're not missing anything. I am. A brain.

I cannot believe I forgot the /usr/local/lib directory. Ah well, time to pull 
and install here... They're only library files, so it shouldn't matter

Ok. There are now 2 further archives, and an updated 0README file. The 
archives are:

usr.local.lib.groff.tar.gz               which contains all the groff files
usr.local.lib.groff.small.tar.gz         which contains the useful+ascii set

+ their associated .txt files...
