Nope. You're right on the ball, Mike. Atari did not (and do not) permit
GEM (or parts thereof) to be be freely distributed because (despite the
development work that they have done) they still do not _own_ it. An Atari
exec once sighed, and grumbled to me that he wished AES4+ could be
distributed free, but that they owed money on every copy.
I think (from what I was told) that the present holder of the rights to
GEM is Xerox, from when DRI fell over.
