NetBSD does exist for the TT/Falcon... But you raise a significant
point, which is that the "missing" parts of MiNT (VM,etc) already
exist on other free Unix-like OSes for the TT, Falcon, and other
high-end Atari compats. 

Some time ago, I remember reading a post (not on this list) from
someone who mentionned the possibility of making a special version of
STonX for 680x0-based computers; those machines would not require
68000 emulation code.  This would make it possible for TT/Falcon and
related clone owners to have the best of both worlds;  real unix and
a decent software solution to run GEM programs on it.  Has any work
been done in that direction?  Also, if some degree of 68030 emulation
could be added in STonX, that could even make it possible for a
Falcon or TT to run Linux or Net-BSD, and then STonX on top of it,
without the need for an image of the TOS ROMs...

That's not a new idea,  but I think it has some relevance when we
think about where to go next.
