Have you downloaded and installed Petr's termcap-database?

I've experienced this myself, both with pico and pine. It's probably a
bug in the vt-emulator, AFAIK both Toswin and Miniwin is written by
Eric Smith, and the vt-emulator in TosWin2 is based heavily on the
Toswin-sources.
