It's only possible to partition media in such a way that they can be used without BigDOS, but you still need BigDOS if you want to use media which was partioned on a PC or with older versions of HDDRUTIL (and the partitions are > 32 megabyte). Also note that media which are both TOS and DOS compatible can only have one partition with at most one gigabyte.
