Please leave it in /home/root.

Yes, Yes, Yes and Yes! ;-)
I'd also propose adding this default index.html to Adduser's batch
installation routine, so that if/when a /public_html directory gets
created, something will be there, instead of HTTPD's "Error 404":
-----index.html-----
<!DOCTYPE HTML PUBLIC "-//W3C//DTD HTML 3.2//EN">
<HTML>
<HEAD>
<TITLE>HOSTNAME/~username</TITLE>
<META HTTP-EQUIV="refresh" CONTENT="5; URL=../">
</HEAD>
<BODY BGCOLOR="#C0C0C0" TEXT="#000000" LINK="#0000FF">
<BASEFONT SIZE=7>
User <FONT FACE="arial"><B>username</B></FONT> currently has no homepage.<BR>
</BODY>
</HTML>
-----index.html-----
HOSTNAME and username must be overwritten by Adduser after this
skeleton index.html has been copied to /home/user/public_html/.
