Yes.
I have /etc in my path but that is not the default for a regular user.
Every time someone comes and askes for help because he has a network
problem (netscape not working or something like that) I go to his machine
and try to ping some importand servers in out network. And everytime I
forget the "/etc/".
Since a normal User only needs netscape in his path, there is no reason for
including /etc in the standard path. (And I do not have the rights to set
it. Convincing somone with sufficient right would take at least a week.)
