new time functions

Hi,

I played around a bit with the new time functions -- but they don't
seem to work as advertised.

I have TZ set so the kernel knows that I am -1:00 off GMT, and DST
is in effect.

I also have MINT_CLOCKMODE set to "local".

When I rboot with this config, all programs calling the "old" time
functions display a time +2:00 hours off the local time. However,
my understanding was that under MINT_CLOCKMODE "local", Tgettime()
etc would return whatever is in the hardware clock...

Any explanation appreciated.
