Hmm... then, how do you suggest we handle the logistic between:

   keyboard generating "exotic" character, ie:  E-circumflex
to raw email textfile correctly encoded for Latin-1 (ready to send)
to Speedo 16-bit character map for display

While your above statement guarantees things will display right
(you allow conversion for display purposes) it still doesn't
explain how we will achieve "exotic" letter+accent combinations
and correctly output them in our customized text editor, without
having to remap what the keyboard outputs....

Can you be more explicit about how you would do it?
