Kernel 1.15.0 beta 8

Hi,

Kernel 1.15.0 beta 8 uploaded to ftp.atari.org.pl (aka piwo.bl.pg.gda.pl).
There are some changes in Frank's FAT filesystem. Besides:

- XBIOS is fully restricted to root access, except for Random() and
  Cursconf() (no need)
- Dsp_LodToBinary() and Dsp_LoadProg() on Falcons should work fine.
- Restricted functions don't sell kills to unprivileged processes,
  just return EACCDN (Julian's suggestion).

If 68000 version of the kernel included in the archive doesn't work on a
68000 machine (on TT/Falcon it does), I'd like to hear about this asap.
