You don't need hsmodem-device for mint/unix-Programs, but you'll need
it for most normal Atari-Programs accessing the serial ports.
In fact the hsmodem-devices are (at least at the moment) not really
usable for mint/unix-Programs, but they are used to provide hsmodem-
Functions when the hsmodem-drivers (drivin.prg, mfp.prg.....)
are started before MiNT (which is very recommendable).
Your protocol looks a bit like a failed pap/chap-authentication to me.
perhabs your provider changed something (new ppp-version or something
like that). Could you perhabs post your ppp-configuration (options,
chatscript and so on).
