[MiNT] How to set TZ variable

Currently I am setting TZ in mint.cnf. I just noticed that after using the
su -l command, TZ is no longer set. It seems to me rather like the problem
with UNIXMODE. Both environment variables always need to be set, yet it
seems to be difficult to ensure that they are set everywhere.

Is there a solution to this problem apart from setting variables like
UNIXMODE and TZ in so many different places, and yet always finding that
there is some other situation which arises where they still are not set?
