[MiNT] GCC paths

Hello,

I was wondering, in which order does GCC usually looks for includes?
Does it starts from /usr/local/include or from the root?  Same question
for /usr/local/lib.  

I just successfully compiled mintlib 0.52.b3 (except for the TZ lib -
both zic and tzinit fail) but after letting the install script put
it all in /usr/local, I tried re-compiling a simple package and it
failed, so I was wondering if it had something to do with the 
location of the include/lib package.
