Not correct.
The following strategie is implemented in MiNT (since years):
look and load all xdd in ./, /MINT, /MULTITOS
then look and load all xfs in ./, /MINT, /MULTITOS
and finally load the first cnf found in ./, /MINT, /MULTITOS
