IIRC, currently only the values 0 and 1 for the domain set with Pdomain() are defined, so introducing a new value 2 for those programs that can cope with the new errors codes as well would be OK. This would only require recompiling programs/packages that you want to profit from these new codes, which would mostly be ported stuff. Of course, this would require defining the internally used error codes as macros which automagically expand to the value suitable for the current domain, but I don't think this would be a major performance loss when implemented properly (e.g. via two-dimensional tables or something similar).
