Rules for timezone changes change along the years.  The database
knows if Finland used summer time in 1964 (and can therefore
display timestamps from 1964 correctly for your current timezone).

Currently the DST rules seem to be relatively fixed and relatively
similar across the world (compared to older times).  But it is
still possible that a government simply decretes the beginning and
end of summer time every year anew.
