SSH, for instance, is one such package and this is a well
documented problem.

Mint-Net includes -mbaserel parts in the library building. Most
packages that build libraries for all variants (c,bc,c16,bc16)
need it too.

And the gcc -v outputs you asked:

<rakas:>/e/root$ gcc.2.7.2.3 -v
Reading specs from /usr/lib/gcc-lib/m68k-atari-mint/2.7.2.3/specs
gcc version 2.7.2.3
<rakas:>/e/root$ gcc.2.8.1 -v
Reading specs from /usr/local/lib/gcc-lib/m68k-atari-mint/2.8.1/specs
gcc version 2.8.1
<rakas:>/e/root$ gcc.2.91.66 -v
Reading specs from /usr/local/lib/gcc-lib/m68k-atari-mint/egcs-2.91.66/specs
gcc version egcs-2.91.66 19990314 (egcs-1.1.2 release)
<rakas:>/e/root$
