If you use -m68020-60 the cc1 (and cc1plus) generate FPU code. You have to
patch and recompile the gcc for any other behaviour.

The specs just add the required predefines (for the mintlib),
assembler options (that gas accept these instructions) and link
options (to link against the right libraries) to the commands that the gcc
driver build and execute.
