You can easily unpack it with rpm2cpio & cpio:

rpm2cpio < {rpm} | cpio -id

This isn't harder as tar+gz. rpm2cpio & cpio are part of the rpm
bootstrapping archive (rpm-3.0.2.m68kmint.tar.gz) found on Sparemint.
