[MiNT] CPU hogs, continued

I have fixed something in the intr.S module related to the `hogging' 
problem (i.e. I guess this is related). Jo, if you have access to the 
CVS, please update your kernel and tell me, if the situation is better, 
worse or the same.

By the way. Changing this costed me some time and nerves, because 
MiNT-Net 1.06 ALPHA is really very unstable. I never saw so far a crash 
during SMTP, POP3 or HTTP transactions, but during FTP or SSH sessions 
the system was down just every few minutes. It is just me or everyone 
experiences this?
