How about starting with WinDOM (http://windom.sourceforge.net/). I think
that this is the only free, supported and continually developed high
level GEM library with English documentation today.

I tried several GEM libraries before (EGEM, GEM++, cflib) but WinDOM
seems to be the best choice now (haven't tried it yet myself but heard
about it from Standa of JaySoft).
