[MiNT] 4 seconds boot delay

Hi everyone!

I am not too happy with that 4 second boot delay. I mean, how often do
I actually need the boot menu? It just slows down the boot process.

So my proposal is this:

Only have those 4 secs in the debug kernel. What do you think?
