There is rpm tool on Easymint www page. It is very simple but can help sometimes.
And you can also use mc which can do simple tasks with rpm files too.  I know it is too command line oriented.

I thought it is possible to do it. What happen when you open bash icon?
BTW I am using "start shell" item  from Taskbar.
