In Windows, "Alt Gr" usually does the same as "Ctrl+Alt". So in Windows
software, I can type the @ either with "Alt Gr + 0" or "Ctrl+Alt+0".

So it seems that French MS Windows simply send Alt+Ctrl when you press
Alt Gr, even to other Windows applications. So it's not even libSDL
fault...
