I know thats a bit "vague", as long as the idea is interpreted..

I'm not sure what you mean. The keyboard tables return an ASCII-value that's mapped to a certain scancode. This ASCII-value is used as is by the vast majority of applications. I don't see how a "mapper" could change this. The ASCII-value returned must match the expected character in the 8-bit system character set, or things simply won't work.

Ofcourse, you could have a keyboard table per application. This would work as long as the application is able to select a different font, but we're still limited to 8-bit fonts.
