I saw from your later post that you were using an Eiffel.  Is the mouse wheel 
being converted into cursor movements by Eiffel or by MiNT?  If it's Eiffel, it 
could be an Eiffel problem.  What chip does your Eiffel have, what firmware 
version, what's the oscillator frequency?
