It would be beneficial if the bugs list can be see by everyone not
just subscribers.

Can we make a 1.17.x Alpha release now, without waiting for any more
changes, and use it as a baseline so that we can integrate everyone's
old changes if they are missed out ?

We then make a few releases quite quickly, the aim being to get all the
existing changes in one common version. Without trying to add new features.

This will make bug reporting and tracking easier.
