Most times the last pressed key is repeated; it occures for sure if a key
is hold for 3 or 4 seconds. It's very rare that no key is accepted, perhaps
then a keycode is repeated which is not used by Atari?

I use Eiffel 1.10i software with PIC16F876, 4 MHz. But i tested an unreleased
pre-alpha of Eiffel 2.0 with PIC18F242 and 4MHz oscillator some time ago:
The key repeat bug occured with MagiC and TOS with that version, too (didn't
use MinT that time). This PIC multiplies osc-freq by 4 = 16 MHz...can the
bug be caused by a timing problem??

Yes, but this never happened with MinT 1.16.3.

Hmm, ftp-download (toswin2/bash) works fine with open fileselector (opened
with qed). HighWire stops loading a large website until i press 'Cancel' in
fileselector (again opened from qed). What else can i test?

Sorry, but i can't remember any software with cascading popups...any ideas?
