Are you sure it's not a thing-bug? I haven't yet made any tests with it.

Do you have the sources to compile?

I can only use the wheel on aranym and here it works.

flags -f 0x1xxxx <app>.

The 'x' stay as before.

It will only work in the version from 25.4. though.
