Keith, as I'm reading all that notes and troubles, I'd vote for
single-architecture approach in general. I.e. making possible to build
68000/020+/CF target for any given src.rpm without any additional
hassle (i.e. correct rpmrc and that stuff) but only one in given time.
This also implies model for SpareMiNT (as Gentoo more or less does
this too) -- SpareMiNT/m68k, SpareMiNT/m68k020 and SpareMiNT/cf.
Making special rules for each damned RPM and CPU is simply not
realistic and nobody will be willing to do that.

In case someone likes to use CF distro but library is only for 020+,
he can just grab src.rpm and recompile. This src.rpm would ideally
come from Fedora or similar and be only minimally changed (i.e.
possible patch for mint target, maybe some special/exotic stuff but
nothing CPU specific).
