[MiNT] Adding a 68020 - Soft Float target......

Hello list,

This topic came up a while ago, I believe Patrice brought it up.  So, the 
question is, do we need this target?  Should this be the fourth target for 
MiNT to support?

Basically the 68020 / Soft Float would support the Falcon (68030) which 
does not have an FPU, not aware of any other cases, except maybe some PAK 
boards.  I believe the TT has a FPU by default.

If we are to support this target, it needs to go into GCC and maybe 
MiNTLib.

I ask mainly because I am looking into starting work to rebuild our 
current revision of RPM to add support for pacakges for Coldfire and 
68020-60, and would like to incorporate 68020 at the same time, if needed.
