I think Atari Works use toolbars when available. However, the AES
toolbars as defined by Atari are pretty useless. They have limited
functionality, and since most apps has their own windowed dialog
implementations it's usually easier to use this for more versatile
toolbars than using AES toolbars.
I much prefer the way toolbars works under XaAES. There are (was?) some
bugs, but if they are fixed you can use toolbars as (slightly limited)
windowed dialogs.
