I recommend use of /opt/GEM as it will make porting of apps to other
nix based OS's easier and less complicated.

Also for the fact that Vincents cross tools for Cygwin already use
this path (not sure about the Ubuntu/Deb packages)

It is also a nice short path to add to environment, and seperate from
bin folders that most people would appreciate.

Maybe check GentooMiNT for pathing too, I think it also supports the
use of /opt, and (AFAIK) there are currently no GEM apps supplied with
it

Last point, ther has been a movement over the past few (maybe 10) year
away from /usr on many systems for optional desktop user apps, the new
standard is /opt

At the end of the day it is only an installation point for software
from packages, what users do with it after that is up to them (ie I
extract directly from RPM packages to locations of my choice)
