You have to make sure that the item you double-click is over a file or folder in the window underneath. See the screenshot. In this example I am opening a html attachment to a MyMail message. When I double-click on Highwire the folder on the D:\ drive opens as well as Highwire.
Did you doubleclick on a thing-window before? I tried to reproduce it without success (see screenshot).
