[MiNT] update:WRITE_BOOT,ALLOW_TRP_CHG

There are 2 new config-options:

mint.ini:
new bootmenu-entry: WRITE_BOOT (0..2): if not 0 write boot-log to  
<bootdrive>/mint/boot.log instead of console.
If 2 also write to host-console (aranym only).

mint.cnf:
new config-variable: ALLOW_TRP_CHG (default 1): if 0 only kernel-processes  
may change sys-vectors using ssytem
new mode to ssystem: S_ALLOW_TRP_CHG (28): change trap-change-mode (arg =  
0 or 1).

Please test if it breaks things.
