Yes, you need to save this file:
http://git.netsurf-browser.org/netsurf.git/plain/!NetSurf/Resources/ca-bundle

and make the correct config (Choices) entry point to it.

AFAIK the release came with that file.

I'm not sure which config option is the correct one, but I'm

sure you'll figure it out (there are only two possible options for SSLCerts)
