It's still available at Ardi' site: http://www.ardisoft.de/rsm-beta.tgz

If that fails, you might also try http://www.tho-otto.de/download/orcs214.zip

It can read/write RSM definition files, but does not handle multi-language 
resources yet (if that is used in XaAES, but i don't think so). There is no CF 
executable yet, if you need one let me know.
