a maximum number of programs on the desktop.

NB: TOS 2.06 will only allow 48 icons, but at least these may now
    all be placed in useful positions (not hidden by windows).

For long labels, use a fontloader (eg: VDIFont) that lets
you use a smaller icon font (see rightmost column above).
