It definitely has.

:-) that's very wrong. Try out "cp /c/newdesk.inf /a/NEWDESK.INF" and
you get the upper case as you always wanted. So you see, it's up to the
copy program how it handles the filenames. And desktop is the copy
program, just like "cp".
