Yes it's installed and no it's definitely not that.
Only ircII is currently working in the incorrect time zone.
Everything else is fine.

Btw, that timezone database really should not be called MINTLIB,
but instead TZLIB or LOCALELIB, since it has nothing to do with
the programming lib.
