Hehe, yes, but in this case only these people who use the telecom public
internet access could use the SMTP service. Which is not the case either.
A public ISP provides services for everyone, either you sit on a leased
line, or on a modem. And, I repeat this, the IPS (ver several
actually) has nothing to do with the telecom itself.

You may be sure that this topic was discussed enough, immediately after
ORBS started to operate.
