So I don't need the /sbin/tzinit for this to work? What does the
tzinit do exactly?

tzinit switch the kernel into UTC mode depending on your current timezone setting. For compatibility the FreeMiNT kernel run in localtime at startup.

And setting a link in /etc is normally easier than figuring out the TZ syntax.
