Yes. These scancodes doesn't exist in the actual keyboard. When you press shift+f6, the keyboard sends the scancode for shift and the scancode for F6. The keyboard handler then generates the scancode for F16.

So it's perfectly safe to use these scancodes for the mousewheel events, as long as they never reach the keyboard handler.
