I disagree. The AES background should override all other backgrounds.
That's the purpose of it.
That's crazy. A desktop is an app that is run to do a task, the AES
can't just arbitrarily over-ride that task. By that logic every window
I open would be hidden behind a vile yellow background.

The AES is there to provide services for applications hence it's name
Application Environment Services. So it should provide an ability to
display an image but is should be an application that displays the
background image not the AES.
Desktop is not redraw by the application it is done by AES, applications have no idea how redraw the desktop.

Secondly as there is always a desktop (generally desktop applications but other like interface), this background is displayed until an other application take focus and have itself a desktop tree. So in this case a background picture never display if you not permit AES over-ride desktop background of the object 0 on application that have a background!

This is an interesting option to have the same background for all applications with background, there is in this less blink.
