Not officially ;) I have written one some time ago, that i didn't manage to 
release yet. It is available now at http://tho-otto.de/downloads.html (near 
the bottom). I would consider that a beta version, it hasn't been tested yet 
by anyone but me. But i managed to use it to compile my own version of 
tos.hyp, for example.

Feel free to try it and fire questions at me ;)
