patches for MiNTlib PL 46: gettimeofday, TimeZone

I have some pacthes for mntlib PL 46:

Implementing usec and msec values for gettimeofday() and ftime()
similiar to Kay Roemer's portlib's __5msgettimeofday();
and implementing POSIX time zone for localtime(), etc.

The patches follow in another mail, stored in a tar.gz archive.
