Menu program

I'm going to have some inexperienced users accessing my computer, and it
would be helpful for them to have access to some kind of menu system, so
that they don't have to cope with cryptic shell commands. The menu would
present a list of options. Each option would be able to start a specified
program. The menu would be configured by me, and the users would only be
able to use the menu, not configure it.

Can anyone recommend a suitable menu program that I could use?

Also, how would I go about watching what a person is doing while they are
logged in, so that I could see on my screen exactly what they would see?
